Your Accident Prevention Program built to WAC 296-800-140 and filled in with your company. On construction sites, the weekly crew safety meetings with sign-in that L&I looks for. Every element cited to the rule, in English and Spanish.

What's in your APP

Every Washington employer needs a formal, written accident prevention program, tailored to the workplace and effective in practice (WAC 296-800-140). These are the parts the rule requires, and what 29Safety gives you for each.

Written for your workplace

A formal program outlined in writing and tailored to your operation and the hazards your crew faces, with your company, your people and your sites filled in.

WAC 296-800-14005(1)

Safety orientation

A description of your whole safety and health program, plus on-the-job orientation that shows each worker what they need to know to do the first assignment safely. Workers and subs read it, take a short quiz and sign on their phones.

WAC 296-800-14005(2)(a)(i), (ii)

Reporting injuries and hazards

How and when to report an injury, where the first-aid facilities are, and how to report unsafe conditions and practices. Injuries and near misses get logged in minutes.

WAC 296-800-14005(2)(a)(iii), (iv)

Protective equipment

The use and care of the personal protective equipment your work requires, written for the tasks your crew does.

WAC 296-800-14005(2)(a)(v)

Emergencies

What to do in an emergency, including how to get out of the workplace, taught at orientation.

WAC 296-800-14005(2)(a)(vi)

Hazardous chemicals

Which hazardous gases, chemicals or materials are used on the job, how to use them safely, and what to do after an accidental exposure. Every chemical has its SDS one tap away.

WAC 296-800-14005(2)(a)(vii)

Safety committee or safety meetings

A safety committee when 11 or more employees work the same shift at the same location; otherwise you may hold monthly safety meetings with a management representative. Either one reviews inspection reports and accident investigations, looks at how the program is working, and writes down who attended and what was discussed.

WAC 296-800-14005(2)(b), 296-800-130

Training before the job

Training that builds every employee's safety skill and awareness, with instruction before the assignment on hazards like forklifts and backhoes, machine tools, toxic materials and utility systems. Training records with alerts before a card expires.

WAC 296-800-14020

Walk through a sample JHA or a sample toolbox talk, part by part.

On construction jobs: WAC 296-155-110

Construction employers in Washington have their own APP rule, WAC 296-155-110: the same orientation elements, plus weekly crew meetings and walk-around inspections. 29Safety builds your APP to it, with the weekly crew safety meetings and sign-in.

Crew safety meetings every week

Crew leader-crew safety meetings at the start of each job and at least weekly after that, fit to the operation. Hold them with the weekly talks and crew sign-in, and attendance logs itself.

WAC 296-155-110(5)

What each meeting covers

A review of any walk-around inspection since the last meeting, any citation, and any accident investigation, to check the cause was found and fixed. Attendance and subjects are documented.

WAC 296-155-110(6)

Minutes kept a year

Minutes of each meeting, with a copy where most of the crew reports for work each day, kept at least one year and shown to L&I on request.

WAC 296-155-110(7), (8)

Weekly walk-around inspections

At the start of each job and at least weekly, one member of management and one employee-elected representative walk the site together. It's documented and kept until the job is done. Your APP says who walks and how it's recorded.

WAC 296-155-110(9)

First aid on every crew

Someone with a valid first-aid card wherever a crew is working, and a card for every crew leader and supervisor. First aid and CPR cards sit in the training tracker, with alerts at 60, 30 and 7 days.

WAC 296-155-120

Who needs an APP in Washington?
Every employer in Washington needs a written accident prevention program (WAC 296-800-140). Construction employers also follow WAC 296-155-110, which adds crew safety meetings at the start of each job and at least weekly, and weekly walk-around inspections.
Do we need a safety committee or safety meetings?
With 11 or more employees on the same shift at the same location, a safety committee: employee-elected members at least equal to the employer-selected ones, an elected chair, and minutes kept one year. With 10 or fewer, or with shifts or separate locations of 10 or fewer each, you may hold monthly safety meetings with a management representative instead (WAC 296-800-13020, 296-800-13025).
We're a subcontractor. Can our crew use the GC's weekly meeting?
Yes. With the general contractor's permission, your crew can attend the prime contractor's crew leader-crew safety meeting. Anything that meeting doesn't cover, like reviewing your own inspections and accident investigations or keeping the minutes, is still yours (note to WAC 296-155-110).
Does 29Safety guarantee we pass an L&I inspection?
No, and be careful of any software that says it does. 29Safety builds your APP from the rule, with the section cited on every part so you can check it. You review it, and your people run it on the job.
How long does it take?
Your first written program is ready about 10 minutes after you sign up. Edit anything you want before you use it.
